This is an old tradition toy or clothes/bag decoration. Sometimes we call it wish ball, traditionally by making such toy we put a lot of positive and nice thought. When it's ready, then it can be thrown up and wish something. If the ball will be cathed, then the wish will be fulfilled. 
 
Each piece, handmade from a natural material, is always unique. Therefore all pieces look different than in the picture.
